The Government of Burundi has initiated a process to solicit bids for a significant road paving project in Bujumbura. This key infrastructure development is being financed through support from the World Bank, which provided funding for the Urban Resilience Emergency Project (PRU). The Urban Resilience Emergency Project aims to enhance urban infrastructure resilience and development within the region, contributing to the country's broader development goals. The project specifically involves pilot road paving works targeting roads identified as having moderate environmental and social risk, ensuring sustainable development practices are integrated into the construction.
Project Scope and Lots
The road paving project in Bujumbura encompasses a total length of 9.6 km, designed to improve connectivity and urban resilience. To facilitate efficient execution and procurement, the market has been structured into five distinct and independent lots, each considered indivisible for bidding purposes. This division allows for specialized contractors to focus on specific segments of the project.
Lot 1 covers 2032.37 ml and includes several key avenues: Voie n°1, Voie n°2, Voie n°5, and Voie n°6. Specifically, these are Avenue Ruhuhuma, Réserve centre suédois, Avenue Stade olympique amont, and Avenue Stade olympique aval. Lot 2, totaling 1054.88 ml, focuses on Voie n°3, which comprises the double lanes of the 5ème Avenue Kanyosha.
Similarly, Lot 3 addresses 1242.67 ml of infrastructure, specifically Voie n°4, which is the double lane of the 2ème Avenue Kanyosha. Lot 4 extends over 1282.54 ml and includes Voie n°7 (Avenue 21 Buyenzi) and Voie n°23 (Reste sur une transversal Ngagara). The largest portion, Lot 5, spans 3984.61 ml and involves Voie n°8 (Avenue M-Forest Kinama) and Voie n°25 (Avenue Kibonobono Carama). Each of these five lots is designed to be indivisible and independent, ensuring clear contractual boundaries and responsibilities for each segment of the project.
Procurement Process Details
The procurement procedure for the road paving project will be conducted through National Open Tendering (AON), a method designed to ensure transparency and broad participation. This process will adhere strictly to the World Bank's Procurement Regulations for Borrowers, specifically the 6th edition published in 2025, reflecting the international standards and best practices required for such projects.
Bidders interested in participating must submit their proposals by August 31, 2026, at 10:00 AM local time. Electronic submission of bids is not authorized for this project, requiring physical delivery of all tender documents. Following the submission deadline, a public bid opening is scheduled for August 31, 2026, at 10:30 AM Bujumbura time (GMT+2), allowing for public oversight of the process.
Each of the five project lots requires a specific bank guarantee to ensure the financial commitment and capability of the bidding companies. Lot 1 mandates a bank guarantee of Twenty-Five Million Burundi Francs (25,000,000 BIF). Lot 2 requires a bank guarantee of Fifteen Million Burundi Francs (15,000,000 BIF). For Lot 3, a bank guarantee of Twenty Million Burundi Francs (20,000,000 BIF) is necessary. Lot 4 also requires a bank guarantee of Fifteen Million Burundi Francs (15,000,000 BIF). The largest financial requirement is for Lot 5, which demands a bank guarantee of Ninety Million Burundi Francs (90,000,000 BIF).
