Governor Segasago Tours Butanyerera, Emphasizing Good Governance and Development

Governor Victor Segasago continued his provincial tour, which began on August 5, 2026, with visits to the zones of Rwabiriro, Gatsinda, and Busiga in Commune Ngozi. The tour initially focused on border zones with Rwanda, as five of Butanyerera's eight communes share a frontier with the neighboring country. This strategic focus shows the importance of securing and developing these critical areas. The Governor's full itinerary aims to cover all administrative levels within the province, ensuring direct engagement with local leadership and communities.

Segasago showed the significance of health for development, declaring, "la santé constitue la première richesse." He added that "la mise en œuvre de la Vision 2040-2060 dépend d’une population en bonne santé, capable de participer pleinement au développement du pays." This vision notes a long-term commitment to human capital as a cornerstone of national progress.

Focus on Proximity Governance

Governor Victor Segasago's tour aims to meet administrative officials across all 102 zones of Butanyerera province. Governor Segasago urged local officials to adopt proximity governance, which he described as attentive to citizen concerns. He stated that a strong provincial and national administration relies on effective local authorities. The tour seeks to engage all administrative officials, from sub-hill chiefs to zone chiefs, to reinforce this approach. This direct engagement is intended to foster a more responsive and accountable local government structure.

Local officials are called upon to combat fraud, particularly in border zones with Rwanda. Fraudulent trade in Butanyerera province mainly concerns minerals and coffee, according to the Governor's office. This illicit activity not only deprives the province of vital revenue but also undermines legitimate economic efforts. Dominique Ndikuryayo, administrator of Commune Ngozi, reported progress in development activities within his area during the tour. Recent administrative reforms involved a new territorial organization for the country, which included reorganized provinces, communes, zones, and hills. These reforms are designed to streamline governance and improve service delivery at the local level. In Butanyerera province, a form has been instituted for citizens to submit grievances directly to higher authorities, providing a formal channel for feedback and accountability.

Key Development Priorities

Agriculture and livestock cultivation are identified as primary development areas for Butanyerera province. These sectors are key for food security and economic growth within the region. Officials are encouraging farmers to consolidate their landholdings for collective cultivation and harvesting efforts. This approach aims to enhance agricultural productivity and efficiency across the province by leveraging shared resources and coordinated efforts. Promoting these core economic activities is central to the province's developmental strategy.

However, challenges persist in specific areas. In the newly established Rwabiriro zone, rice crops are reportedly suffering from diseases, which has led to a significant reduction in expected harvests. These agricultural setbacks pose a threat to food security and economic stability for local communities, noting the vulnerability of agricultural systems. Additionally, Commune Ngozi is experiencing a shortage of Fomi fertilizer, a critical input for agricultural production. The scarcity of this resource could further impede crop yields and development initiatives in the commune, forcing farmers to seek alternative methods.

Health and Future Vision

Households in Butanyerera province are now required to dig compost pits to produce organic manure, a measure implemented due to recurring Fomi fertilizer shortages. This initiative not only addresses the immediate fertilizer deficit but also promotes sustainable agricultural practices. Local authorities have been directed to encourage citizens to join health mutuals, which aims to improve access to healthcare services across the province. This push for community-based health insurance is a key component of the provincial health strategy. Agricultural services are actively working to introduce new, more resistant seed varieties to address crop vulnerabilities and enhance overall resilience against diseases and environmental stressors. In Commune Ngozi, despite reports of abundant maize production, the lack of an established market for its commercialization remains a significant challenge for local farmers, hindering their ability to profit from their yields and contribute to the wider economy. Addressing these market access issues is key for realizing the full potential of agricultural output.
