Burundi President Demands Development Accountability from Local Leaders

Burundi President Evariste Ndayishimiye held a meeting with provincial and communal officials in Burunga province on Tuesday, May 5, 2026. The gathering, specifically convened for these local leaders, focused intently on development accountability amidst the implementation of various national and local plans. The President of the Republic of Burundi, Evariste Ndayishimiye, stressed the critical role of these officials in driving progress at the grassroots level.

During the meeting, Mr. Ndayishimiye emphasized that provincial and communal officials would be held directly responsible for the success or failure of these initiatives. He stated unequivocally that these officials are solely tasked with executing the elaborated plans, linking their performance directly to the tangible outcomes achieved. President Ndayishimiye's address showed the significant expectations placed upon them to ensure effective governance and development.

Leaders' Direct Responsibility

President Evariste Ndayishimiye stated that provincial and communal officials would bear responsibility for the success or failure of the Annual Work Plan and Budget (PTBA) initiatives. He clarified that these plans, already elaborated and put into motion, place the onus of implementation and subsequent outcomes directly on these local leaders. The President further added that with the PTBA already developed, the success or failure would be squarely attributed to the provincial and communal officials, as they are the ones responsible for their execution. Mr. Ndayishimiye showed that provincial and communal officials are solely tasked with executing the plans that have been developed. He urged them to work diligently and to serve as exemplary figures within their communities, setting a standard for hard work and dedication. He specifically asked them to work with ardour and to be models of leadership and commitment. He further specified that the PTBA, which stands for Plan de travail et budget annuel (Annual Work Plan and Budget), having already been elaborated, means that the success or failure of these plans will be the responsibility of the provincial and communal officials, to whom their implementation falls.

Provincial Progress Noted

Earlier in the proceedings, Governor Parfait Mboninyibuka of Burunga province reported on the region's development trajectory. Mr. Mboninyibuka stated that the province is advancing steadily towards development as a direct result of the prevailing peace and security. He noted that the stability within the province has created a conducive environment for various development projects to take root and flourish. This positive report from the Governor provided a backdrop to the President's call for increased accountability and diligent execution of plans.

Vision for National Development

President Evariste Ndayishimiye called on provincial and communal officials to work diligently towards achieving a common vision of development. He emphasized the importance of their dedicated efforts in realizing this national goal, urging them to work with assiduity for the realization of this shared vision. He asked them to work with ardour and to be models, setting a positive example for the communities they serve. This directive noted the President's commitment to ensuring that development is not just a top-down mandate but a collective effort driven by local leadership.

The Burundian Head of State also instructed provincial and communal officials to act as true representatives of their respective ministries. This directive aims to ensure that local leadership effectively embodies and implements the policies and objectives set forth by the central government departments. The President's remarks showed the expectation for local administrators to not only execute plans but also to personify the governmental vision at the provincial and communal levels. He stressed that by acting as genuine representatives, they would bridge the gap between national policies and local realities, ensuring coherent and effective governance across the country.
