The administration of Gitega commune and province has officially prohibited the commercialization and consumption of highly alcoholic beverages, locally known as "Ubusarabwayi," throughout Gitega commune. This decisive action comes as the administration is committed to eradicating these products, which are considered dangerous to human health. The ban, which specifically applies to wine-type beverages exceeding 16% alcohol content, also formally forbids their introduction into the commune from other localities. This full decision followed a key meeting held on June 12, 2026, which brought together key stakeholders, including representatives of inhabitants from the commune's zones and hills, local merchants, investors, and justice and security officials. Those found consuming or commercializing these beverages will face legal sanctions as provided by law, showing the administration's firm resolve to ensure their complete eradication from the locality. The commercialization and/or consumption of these types of beverages is now strictly prohibited throughout the entire territory of Gitega commune.

Campaign to Remove Beverages

A large-scale campaign to withdraw "Udusarabwayi" beverages commenced across Gitega commune on June 12, 2026, coinciding with the announcement of the ban. This extensive initiative also included a temporary suspension of all production units for these beverages operating within the commune, effectively halting their manufacture. As part of the collection effort, wholesalers possessing these beverages were specifically instructed to return them to their original industries, ensuring a systematic removal from the supply chain. Similarly, small merchants were directed to return their stock to their suppliers, streamlining the collection process. The administration granted a strict deadline of only two days to complete the collection of these alcoholic products, emphasizing the urgency of the measure. Following this two-day period, all collected beverages were slated for shipment back to their producing factories, ensuring their permanent removal from the commercial circuit and preventing any re-entry into the market.

Administrator Cites Dangers

Administrator Jacques Nduwimana outlined the various severe consequences attributed to the consumption of the banned beverages, recalling the multiple dangers these products pose. He cited the deterioration of consumer health as a primary and significant concern, noting the direct physical harm caused by these highly alcoholic drinks. Mr. Nduwimana also noted a discernible increase in insecurity and laziness associated with the habitual consumption of this alcohol, impacting community well-being and productivity. He pointed to various deviant behaviors observed particularly among young people, asserting that these issues negatively impact both household finances and, more broadly, the national economy. The Administrator's remarks showed the administration's commitment to addressing these perceived societal harms.

Mr. Nduwimana issued a clear and unequivocal warning regarding the enforcement of the new ban. "Toute personne trouvée en possession de ces boissons après le délai fixé s’exposera aux sanctions prévues par la législation en vigueur," he stated, indicating that anyone found with the prohibited drinks after the specified deadline would face legal penalties under current legislation. This statement served as a strong deterrent, reinforcing the seriousness with which the administration is approaching the implementation of this new regulation. The administrator's remarks showed the administration's commitment to eradicating the beverages and addressing their perceived societal harms, emphasizing that strict compliance is expected from all residents and businesses within the commune.

Enforcement and Future Controls

A rigorous control and search campaign will be conducted throughout the commune immediately after the deadline to detect any hidden stocks or clandestine sales activities. This measure aims to ensure strict and full compliance with the ban on "Ubusarabwayi" alcohol. Authorities plan to rigorously monitor all areas within Gitega commune, including markets, shops, and residential areas, to identify any individuals or establishments attempting to circumvent the new regulations. The enforcement drive is intended to prevent the continued commercialization and consumption of the prohibited alcoholic beverages, reinforcing the administration's unwavering commitment to eradicating them from the locality. This post-deadline sweep will be a key phase in the commune's strategy to uphold the ban and address the health and social concerns associated with these drinks, ensuring that the prohibition is effective and long-lasting. The administration's proactive approach signals a sustained effort to maintain public health and order within Gitega commune.
