Burundi's Vision for an emerging nation in 2040 and developed by 2060 aims to establish social protection accessible to all citizens. This ambitious national objective shows a commitment to ensuring that every individual within the nation has access to essential social security mechanisms. In March 2026, the Minister responsible for social security, Gabriel Nizigama, emphasized the critical role of media in achieving this overarching goal. Nizigama’s remarks were made during a technical seminar on inclusive social security services held in Bujumbura, where he noted that media is indispensable for broad dissemination and public understanding of social security provisions. Effective communication through various media channels is seen as vital to inform the populace about available services and their rights, thereby fostering greater participation and trust in the system.

Current Social Protection Gaps

Burundi's current social protection landscape reveals significant gaps in coverage, indicating the scale of the challenge ahead. In 2022, data indicated that the health assistance card extended to only 23.9% of the population, demonstrating a limited reach for fundamental health support. Community health mutuals covered just 2%, while micro-insurances provided even less reach, covering only 0.5% of residents. These stark figures highlight limited access to formal health and social security mechanisms for a large segment of the population, showing the urgent need for expanded and more inclusive programs.

The informal sector dominates Burundi's employment landscape, accounting for 90.7% of all jobs. Within this sector, women hold a substantial majority, representing 56.3% of informal workers. This prevalence of informal employment further complicates efforts to broaden social protection coverage, as informal workers often lack access to formal social security schemes and benefits provided through traditional employment structures. Addressing the needs of this significant portion of the workforce is key for achieving universal social protection.

Media's Indispensable Role

Objective 12 of Burundi's 2040 Vision acknowledges national progress but emphasizes the need for further efforts to ensure all segments of the population achieve their full potential. This objective notes that while strides have been made, there remains a considerable journey to ensure equitable access and opportunities for everyone. The Institut national de la sécurité sociale (INSS) has begun integrating private sector entities into social security frameworks as part of this broader effort. Among 39 registered security companies, 33 currently maintain affiliation with INSS, indicating a coverage rate of approximately 85% within this specific sector. This integration represents a significant step towards broadening social protection, aligning with the national objective to extend social security access across various professional groups and move towards more full national coverage.

Leveraging Digital Tools

Digital technology is considered essential for enabling effective social coverage on a large scale by 2040. The integration of digital platforms and tools is viewed as a critical component in expanding the reach and efficiency of social protection programs across Burundi. This technological approach aims to streamline administration, improve access to services, and facilitate communication regarding social security benefits. By leveraging digital solutions, the government intends to overcome geographical barriers and enhance the speed and accuracy of service delivery. The objective is to ensure that a broader segment of the population can engage with and benefit from national social coverage initiatives, aligning with the country's long-term vision for full social protection. The focus on digital solutions is intended to support the widespread implementation of social security measures, making them more accessible and responsive to the needs of citizens, particularly in remote areas.

Pathways to Universal Coverage

Burundi's Vision 2040-2060 includes Objective 17, which explicitly aims to guarantee social protection for all citizens. This objective outlines the nation's commitment to establishing a full social safety net that is universally accessible, aligning with the broader goal of an emerging nation by 2040 and developed status by 2060. Achieving this will require sustained efforts in policy implementation, public awareness campaigns, and the strategic deployment of both traditional media and modern digital tools to ensure no citizen is left behind.
