The formal presentation served not only to introduce the new members but also to publicly articulate the high expectations for their conduct and performance.

Commission Composition and Mandate

The Cepi Burunga is composed of nine individuals, a specific number designed to ensure broad representation and effective functionality. Its members represent a diverse cross-section of society, including political parties, civil society organizations, and religious denominations, ensuring representation across different ethnicities and genders. This inclusive approach aims to build trust and legitimacy in the electoral body. The commission specifically consists of six men and three women, reflecting efforts towards gender balance within the provincial electoral structure. Ethnic representation within the Cepi Burunga includes five members of Hutu ethnicity and four members of Tutsi ethnicity, a composition intended to reflect the demographic diversity of the province and promote equitable participation. The establishment of this commission adheres strictly to Article 38 of the current electoral law, which outlines the legal framework for its formation and operation, thereby grounding its authority in established legislative provisions. This adherence to legal mandates reinforces the commission's legitimacy and operational guidelines.

President's Call for Neutrality

Prosper Ntahorwamiye, president of the Ceni, specifically asked the newly appointed Cepi members to demonstrate unwavering neutrality and impartiality in carrying out their responsibilities. He stressed that their actions would directly influence the fairness and credibility of the elections. In addition to guiding the Cepi members, Mr. Ntahorwamiye also offered assurances to political parties operating within Burunga province, stating unequivocally that transparency would be critical throughout the electoral process. This commitment to openness is intended to build confidence among all political stakeholders. Mr. Ntahorwamiye further indicated that political party representatives not selected for the Cepi would be considered for roles in the local electoral commissions, known as Ceci, providing additional opportunities for participation in the electoral administration at a grassroots level. Additionally, the Ceni president urged local administrators to uphold their duties by ensuring all political parties are granted the freedom to operate and campaign without hindrance, emphasizing the importance of a level playing field for all contenders. This emphasis aimed to foster an environment conducive to fair and open political activity in the province, ensuring that all voices can be heard.

Expectations for Parties

Prosper Ntahorwamiye also addressed political parties directly, encouraging them to conduct their activities peacefully and securely. He urged parties to avoid any actions that could disrupt public order or interfere with the electoral process, stressing the importance of maintaining stability during this critical period. Mr. Ntahorwamiye's remarks showed the commission's desire for a calm and orderly political environment during the upcoming elections in Burunga, which is essential for credible outcomes. He invited political parties to engage in politics constructively and responsibly, without causing trouble or engaging in confrontational behavior that could destabilize the province. This appeal for peaceful engagement was a key component of the broader message delivered to stakeholders following the appointment of the new Cepi members. The Ceni president's statement aimed to set a clear expectation for how political entities should operate within the province, emphasizing cooperation and adherence to regulations to ensure transparent and fair polls for the benefit of all citizens.
